Dissemination of Law Number 21 of 2007 on the Eradication of the Crime of Human Trafficking and Skills Training to Enhance Women’s Empowerment in Cilacap Regency.

Human trafficking is one of the most harmful crimes and a serious violation of human rights. The Government of Indonesia has enacted Law Number 21 of 2007 on the Eradication of the Crime of Human Trafficking (TPPO) as a preventive and repressive measure to address cases of human trafficking.

To enhance public understanding—particularly among women—regarding the dangers of human trafficking, the Cilacap Regency Government, in collaboration with PERDUKI, Alinasi Bhineka Tunggal Ika, and PT. Manunggal Perkasa, held a dissemination event related to this law. In addition to the legal dissemination, a culinary skills training program was also conducted with the aim of improving women’s economic empowerment.

The general objectives of the dissemination include : Raising public awareness about the dangers of human trafficking, Explaining the legal provisions governing human trafficking crimes, Increasing women’s vigilance regarding the methods and strategies used by traffickers, Encouraging community participation in the prevention and reporting of human trafficking crimes.

Law Number 21 of 2007 provides detailed regulations regarding :
Definition of Human Trafficking: Acts of recruitment, transportation, harboring, sending, transferring, or receiving persons by means of threat, force, abduction, fraud, or abuse of power for the purpose of exploitation.

Sanctions and Penalties : Criminal penalties and fines for perpetrators of human trafficking.

Victim Protection : Rights of victims, including rehabilitation and restitution.

Roles of Government and Society : Obligations of the state and the community to prevent and address human trafficking.

Many women in Cilacap Regency still rely on informal jobs with unstable incomes. The lack of economic skills is often a factor that makes women vulnerable to exploitation and human trafficking. Therefore, this training program aims to equip them with entrepreneurial skills to help improve their family’s economic welfare.

After the dissemination session, the event continued with hands-on culinary training. Some of the dishes prepared included onde-onde ketawa (laughing sesame balls), fried dumplings, donuts, and chicken noodles (mie ayam). The participants, mostly women, showed great enthusiasm throughout the activity. They were divided into six groups, each consisting of 10 to 11 participants, guided directly by two members from the CS Baking team of PT Manunggal Perkasa. This approach allowed all participants to immediately practice every recipe that had been demonstrated. The event concluded with a group photo session between the PT Manunggal Perkasa team and all participants.(pj/mkt)
